I've also noticed that VMs that has pci devices assigned tend to be much more slower on the shutdown/reboot it seems that hang a long time, to the point that a pop up message appears stating if the user wants to kill the respective vms. The idea is to exclude all service VMs from the first pass of qvm-shutdown so that it doesn't jam up (#1826), so if you use VPN VMs, exclude those too. (This works for me even if there are more than 5 VMs still running after the first pass.)
