just delete them and make new ones.  its what great about qubes, you don't have

I should add this is intermittent, and I detect no loss of function, so

Actually, upon further reflection, if you still want to upgrade your
Fedora 23 template to 24, you'll need to verify *all* of the
/etc/yum.repo.d/fedora*.repo files have '$releasever' replaced with
'fc24' instead in addition to the qubes repo file. But honestly, just
download a fresh Fedora 24 template. Life will probably be a lot easier.
You *could* then manually update that to Fedora 25 by replacing every
instance of $releasever in all the repo files to fc25, but at this
point, maybe that'd be a bad idea for you.

Actually, I think I screwed up the command. To install a Fedora 24
template, just type:

sudo qubes-dom0-update qubes-template-fedora-24 (or
qubes-template-fedora-24-minimal)

The templates-itl repository is already enabled by default.

And as for your Fedora 24 issues, it's sounding like your
/etc/yum.repos.d/qubes-r3.repo file is mis-configured. You should
manually verify/edit them to read something like

baseurl = http://yum.qubes-os.org/r3.2/current/vm/fc24

rather than rely on the sed method in the instructions.

Or if your templates are totally trashed to the point where they're not
worth salvaging, just download a Fedora 24 template directly:

sudo qubes-dom0-update --enablerepo=qubes-dom0-templates-itl
qubes-template-fedora-24

And restart setting up those templates from scratch.
