To support inbound connections you will need
https://github.com/rudd-o/qubes-network-server and after installing it
as per the instructions you will have to adjust nftables / iptables
rules in the target VM.

The Qubes firewall does not support changes to incoming connections. For
that you need to start manually adjusting nftables.
By default, no new inbound connections are allowed, only connected
traffic.
