Just get a T430 and replace the various you facing components like the keyboard, armrest, cover etc so it looks new. This is guaranteed to work and is easy to upgrade. OTOH, AMD and Intel offer plenty of choices that are compatible because those companies are much more cooperative. Chances are pretty good that models similar to one on the HCL will work too; for example, if the only difference is screen size or CPU speed. You mentioned CPU models, but what is the Dell model # of the laptop you're looking at? Try to find one with only integrated graphics and available with Linux. Macbook Airs seem to be challenging to install Qubes on, from posts to this list. The safest laptop by some criteria is probably a Corebooted Lenovo G505s, but it's only available used and you'd have to flash the firmware yourself with a hardware flasher. It would meet your needs.
