This is a known bug afaik. It would seem that some of the mounted block devices are hanging before they can be properly unmounted. You can see this when you hit any of the F keys during shutdown. I have the one where it will get hung unmounting a /tmp device or something. stuck on stop jobs back and forth between 1 of 2 forever. The work around for this is to shut down all vms before shutting down the pc. All the ones that don't start on boot is good enough on my machine.
