Are you absolutely sure you booted off the Qubes OS installation media and not your hard drive? Both Qubes R3 and R4 RC have the TTYs set up to not require logging in, you're automatically given a root shell... You'll recognize it by the green bar at the bottom. Once you see it, create a new "window" by pressing Ctrl+B, then C. No logging in required there.
