Qubes is a desktop operating system. If you want to use the Qubes technology on 
a server install Xen. 

If you want to have a graphical management interface for your Xen server than 
you can use:

- XenServer (Citrix)
- Xen Orchestra (web based)
- VirtManager

or what ever else you like. 

Xen is widely used in the server world. Amazon, Netflix, IBM softlayer etc. use 
Xen as part of their cloud infrastructure.

Why would it not work? But the question is rather why use Qubes OS?
If it's a dedicated server, you should look into XenServer, which basically can 
be thought of a Qubes-Server OS ;) and is widely deployed in data centers 
across the world.
