The minimal templates don't have the qubes-core-agent-passwordless-root
package installed, so there is no way for a user to initiate root access
from inside the VM.
Instead, you can run commands as root from dom0 with 'qvm-run -u root
vmname "commands"'. You could use that to install the above package to
make 'sudo' work like a regular template, or you could do what I prefer
and tie sudo to a dom0 yes/no prompt:
