I'm running the latest Ubuntu version, and I get the latest version of R no problem. I see that http://probability.ca/cran/bin/linux/ubuntu/hardy/ does list R 2.9.0, so it seems to me that if the repository was correctly added you should get it. Were there any errors when you ran sudo apt-get update?
