In thr particular case you even asked for a specific stats version that 
oinly shipd for R-release and later. Hence you should expect that your 
package fails under oldrelease.


By the way, it is typically better to depoend on a specific R version if 
it comes to base packages such as stats.

One more thing, a few hours after package was accepted, I received an email
from CRAN:

*Package dendroExtra_0.0.2.tar.gz has been built for Windows*



I did not receive any similar email for other operating systems (e.g.
Linux, Solaris). Is this normal?

It does NOT right now.  I see 'OK' and the way down and across ALL operating
systems for version 0.02 -- apart for the last two entries covering 'oldrel'.
