Basically, but it is a clearer if you make the scale explicit.

Something like this:

(define scale 2)
(define TIRE-RADIUS  (* scale 10))
(define CAR-LENGTH (* scale 90))
(define CAR-HEIGHT  (* scale 40))
... draw car ...
