I downgraded my ruby to 1.8.6 and install RedCloth using:
gem install RedCloth -v 4.2 --platform=x86-mswin32-60
radiant installation is now successful.

For the short term, if you want to just get radiant going, you can
lose the RedCloth gem and Radiant will fall back to the bundled
RedCloth 3.0.4. Sounds like you might run
