Admin can do anything.
Developer can do anything but alter users
Regular user can edit pages.

In later versions of Radiant the developer role was renamed to
designer, but the same basic rules apply.

I'm working with an old 0.6.9.site and need to clarify what the user
roles are.

I gather 'administrator' is all-powerful
but what does 'developer' mean?

Does it give power to alter the structure, snippets, layouts?

What does it take to just give 'editor' role?
