Yes you should use the BindAddress parameter, but note your spelling in the 
configuration above - it is not correct. Also you should see some error 
messages in the log when you start up Radiator with the above, as it should 
complain about not recognising either "BindAdress" or "LocalAddress" 
(LocalAddress is not a global parameter).

BTW the latest version of Radiator is 2.17.1.
