Kindly make sure that you have access permissions in
$(POSGRES_DATA)/pg_hba.conf . This is a PostgreSQL issue, btw. Try putting
in the ff. lines in pg_hba.conf temporarilly just to test:
host all0.0.0.0 0.0.0.0 trust
