I used to wrap bars on beaters with slit innertube. Not particularly comfortable on its own, but it does "bulk out" the bar, provides at least a smidgen (that's metric measurement) of padding under the outer layer if you use a mtb tube, and you can choose thin or thick according to your need. On M
