Deflate the tire and wet down the bead of the tire with soapy water. I find
dawn dish soap works best. Soapy water helps lubricate the tire bead so it
will seat properly.

I have my cazaderos mounted front Pacenti PL 23 rim no problem other than
hell to initially mount. Rear mounted on a Velocity Synergy rim and it has
a hop to it. I checked the rim against a fixed point and it's true. I can
notice the bump and feel it while riding and it's really annoying. I've
