Usually there ar so many cables in the area of the stem, that anchoring a
bag there is difficult.

I use a Carradice Barley saddlebag as a handlebar bag on my albatross bars. Two
buckles on the bars and one on the quill. It is very secure and no swaying that
I have noticed, but a cable hanger for cantis would get in the way (I use
v-brakes). I can take a photo tomorrow if you like?

and regular), but am unsure how well the anti-sway straps will

It holds my cellphone, wallet, keys, cable lock, and Fold-up hex wrench set.
In addition, I can also fit one of the follwing: a bandanna or granola bar or

One more observation: the internal wooden brace is too long to snug up the bag
flush with the Albatross bars, because of the bars bend/curve. This also would
create more sway I think if it weren't for the pressure exerted by my stem
shifters. Without the stem shifters I don't think
