I just had the same issue on my Hilsen. The guys at Riv recommended rotating
the bearings like Patrick suggested (as did Bill Lindsay when I asked about
it). Once the mechanic at the LBS got it apart the bearings were shot. I
replaced the headset with a Tange on Tuesday.

Actually my partner and I didn't have the best of luck with the Tange
Rollerball which my 97 Rive came with. But that was our experience and
maybe we did something wrong like overtightened it. So it's probably a
really good choice; I hear needle bearings mitigate shimmy. I'm good with
my CKs
I recommend dropping the fork and taking a look. I just went through this
exercise and was surprised how little lubrication was in the original
bearings. It is fairly easy to clean the bearings, re-lubricate and
reinstall. If you've never done this before it's better to learn on this
Sheldon calls it indexed steering. Ingeniously accurate. Indubitably due
to all the laid back, smooth riding I do. Ogre tightening is not outside
the realm of possibility either. Sardonic grin.

What kind of headset? Cup and cone? if they're loose bearings I've heard
the addition or subtraction of a bearing might help so the race doesn't get
more worn.
If you go new CK or the Tange needle bearing headset that Riv sells is very
