That looks like OS tubing to me. Also I would think if you were sellling
the ride pf 531 there would be a decal affixed. It looks like and
in-between build based on the info on the website. Maybe using up old stock
tubing with new drop-outs?

Heron website is still up and it says Reynolds 531 (?!) and Kaisei fork. (I
don't know of any frames coming from the the current owner and my inquiries
have gone unanswered)

That is a "Post Ted & Grant" era, Tullio's (Todd K) era frame. Yes, the
vertical drops are another clue, as is the color. Otherwise looks like the
standard Road geometry and round blade RC24 fork crown.

Keep in mind that Todd Kuzma also owned Heron in the second iteration
I have no idea which era this frame is from.
