That looks more like rat urine than rust. There is some rust but I’m pretty
sure most of what you are seeing is rodent urine.
They leave oily residue where they have been. Shine a black light on it and see
if it has an inflorescence to it.
My guess is much of that will wash off.

Wow, that's a shame for an NOS frame. The seat cluster is pretty bad. No
doubt it could be stripped and restored but as Lum says, that would add $$
and extra effort.

Not that is important but this frame was listed by the seller previously
and, in theory, sold (May 26). I am thinking the buyer did not follow
through with either payment or was not able to figure out the local pickup,
probably the latter.
Dang, I'd love that if it weren't so big! I could ride a 61 or 62, but a 68
is big.

While being unridden might make it an extra-good buy, it also makes me
sorta sad. Such a lovely bike, waiting all this time, never getting to be
ridden even once in how many years? 14?
