It is/was the called th Silver Hupe , it was sold in the early/mid 2000's
or so. Riv still has a vid for it.

I thought Rivendell sold these very "loops" for a while -- in fact, I'm
sure they sold the same thing or something very similar.

for rear bag support. They were clever but fell out of favor because it was
easy to damage your paint and if I recall they were a pain to get off.
