Dammit! Why can't I get my Chihuahua Nico, who like all of his breed loves

I am very serious under my foolish exterior. I very much would like to rig
a Nico carrying system but patience (as I hitherto understand it) and
treats haven't worked.
I got Nico from the pound -- interesting aside: my daughter and I were
walking through the kennel aisles where it seemed that
I can't even get Nico into a basket! Or, I can forcibly pick him up and
shove him into one, but he'll immediately jump out.
My dream is to construct a nice rigid portable kennel/pannier that fits
onto the side or even the top of a rear rack. But Nico ain't cooperating.

Has Nico tried a thundershirt? They are supposed to help with anxiety.
Have you considered putting into one of those pet carrier backpacks and
riding with that? This might sound kind of silly, but if Nico is strapped
to your back and you start biking and he realizes that this is a One True
I tried with the well reviewed Timbuktu pet backpack but it was strictly no
go.
