I always thought it had something to do with the old expression, in
generally fitting with the bike's countryness:

Easy. Sam Hillborne was a pioneer in making bicycles out of synthetic
non-metals, and in designing frames with extremely tight tire

invented those CO2-cartridge tire inflation devices.

took the suggestion above and emailed Grant. He got right back to
me. He says he needed a name that invoked a budget A. Homer Hilsen.
He wanted it to be a name that seemed like a non-nonsense kind of guy,
and that he likes

There was a Sam Hill known as the Father of good roads in the 1920s.
He championed the Pacific Highway. Could be a play on him.
Then there was a movie a while back, but I can't recall what the Sam
Hill Jason's last name was...
