I second Patrick's "shove hard" advice, with the added suggestion of squeezing
the two stays together while you do it. It makes the loop in the stays where
they meet slightly narrower and thus slightly easier to get back into the mount.

Your problem may not be the one I experienced just a bit ago, but I popped
the stays out of my clips a month or 2 ago when installing my 65s, and
found that I could "not" get the stays back in place. Went online;
scuttlebutt was: "shove 'em hard." Shoved; perhaps used pliers for better
grip --
My wife's bike has SKS fenders with the secu clips holding the front fender
stays to the drop out braze on. When a stick popped up between the tire and
stays, the clips did their thing perfectly. However, now I can't get the
fender stays to slip back into the secu clips. What is the secret?
