I saw a man the other day portaging a bicycle as a backpack while riding
another. The portaged bike looked a lot smaller than his other bike, so maybe
his child's. He had the bike arranged with the wheels off and strapped flush to
the frame. It appeared completely stable.

It's tricky, but I've bungeed front wheels alongside my rear rack. Two
connections on the front of the wheel and one to the towed bike's fork. Get it
right and it's a trailer (not for riders though)

I have no experience with it & I'm actually not
I know cargo bikes have those hoop things that you can pop the front wheel
of a kids bike in and tow it. And there's the trail-a-bikes. But is there
any way anyone here has found to tow a kids bike on a regular, non-cargo
riv-ish bike?
