There are ways of lessening the wind influence, as the wind is felt
strongest on Marine Drive. It's more manageable (usually) to deal with
headwinds inland. So you could go out with the wind on Marine Dr, then
cross over the I-5 or 205 bridge to ride Old Evergreen on the Washington
