Must be the latter. On mine, at least, there's nothing particularly
unconventional about the stops, and plenty of ways to install a hanger.

Brobdingnagian chain stays, which if I remember correctly are 47.5 cm. But I
can measure whatever you want, and offer the matching datapoint that the bike
is a wonderful fit for me (~86 pbh).

I'm guessing that your proto-loosa's chain stays are longer than 47.5cm--
my 48-cm Hunqapillar has 46 cm chain stays. It looks from your Flickr pics
that the chain stays are ~same length as the seat tube.
The 58.7 cm appaloosa on the Riv site now seems also to have ~same chain
stay

Yeah, I agree Peter M. I am all over that bike if and when it goes into
production. I have a Sam and a Roadeo now, the Appaloosa would fit really
well with those. I would set it up as a cruiser with some freaky high bars
like the bosco bars.
