Low bars and low trail do not, to my knowlege, have any connection. I think that the reason why porteur bikes have lower bars is that that many Rivendell riders like bars a lot higher than other riders like them. The bar on this Rebour-esque (so, I assume, typical) porteur seems pretty typical;
