+1 for using a heat gun. I followed up with alcohol and used some bits of tape 
with fresh adhesive to pull up the larger chunks after heating them.

I used a heat gun on a set of handle bars a couple weeks ago, then finished 
off with Goo Gone. The Neubaums tape was on about two years. I can imagine 
the tube pressing onto a rim is going to really bond that adhesive to the 
metal, though. Good luck!

1:1 ratio of coconut oil (other oils can work as well) and baking soda.  
Once that removes the sticky residue, warm soapy water to remove the oil.  
I've removed sticky stuff with this that goo gone had no effect on.

Mineral spirits for sure. You can also use some fresh bits of Newbaums. Place 
the adhesive side of the tape on the rim and peel the old residue off. I’ve 
done this in conjunction with mineral spirits and it works well.

Time consuming but painless - and your rim (or handlebars) will come clean.
