It fit 28mm tires with no problem. Those tires mounted on Pacenti Brevet
rims were closer to 30mm actual.
I was running Dura Ace Dual pivot brakes on it so they limited me on tire
size more than the bike. I think you could fit a 32mm with a different
brake set.
