And you are certain it is a 25.4 stem clamp you have there?
Also, you could measure the bar sleeve with calipers and report back to RBW and
see if the measurement you get is within spec.

i, too, weigh 190 and have a billie bar, and experienced this at the
beginning. make sure no grease/lube/slippery stuff is at the clamp or bar
surface(s). i took some ocean beach dirt/sand and threw it in the junction
between stem and bar, scuffed it up slightly (carbon paste is smarter than
HA! The best...

Daniel, when I initially mounted mine, I tightened the stem (Nitto
Technomic) down to what I thought would be an appropriate level and test
rode. I outweigh you by about 40lbs, and also noticed rotation. I re-set
the bars and torqued the hell out of the stem clamp with a longer wrench to
apply
I've never tried it but you might entertain a schtickle of carbon
paste...might lend some additional friction.
