With the adjustment range of a Phil BB, does 2mm difference even matter?

They adjust left or right up to 5mm.

Right, that is true. I did that with my Phil BB when I bought it for my
Atlantis. I needed a 119 but could only find an 'offset' spindle at the
time, so I bought that and simply pulled the spindle back to the centre.
Took maybe a minute!
