Thanks for all the replies.

Fatter Tires: I can't say this didn't cross my mind. I had better put some 
more miles on the rubber I've got, else I'll get a sideways look from my 
lady.

Fender Flute: I saw this in another thread, I think. It looks like all the 
holes are threaded, so it couldn't slip over the threaded end of my Nitto 
rack, which comes thru the fork crown hole. Maybe I could drill out the 
threads.

Home-made tab extension: This holds promise. I bought an off-the-shelf 
mending plate, but the holes are too small, and it's not "adjustable." The 
rack mounting strut could be perfect. I'll rummage thru the parts box.

Pics of the entire Atlantis when I get the fender just right, and my 198? 
Bianchi Volpe single-speed grocery-getter.

Edwin beat me to it! The problem is your tires are way, way to small! I 
have a 58cm Atlantis and would have the same issue with smaller tires. I 
never run anything under 38mm. My fender lines are beautiful :)

I would hunt around for a piece like this to make an extension for the 
bracket.  I don't think this exact piece would work but you might find 
something similar at the hardware store.

The distance between the tire and fork crown is too large, and the 
L-bracket on the fender too short.  Common problem on touring bikes. 
 Fabricate some type of drop bracket to allow the top of the fender to sit 
closer to the tire.  I usually use a piece of flat steel rack strut, of the 
type used on Blackburn, Topeak, and other racks.  Bolt it to the fork crown 
and then bolt the fender to it.  If you don't have any at home an LBS would 
probably have tons.
