The Ostrich DLX looks appealing, especially at the Alex's price.  If you 
DIY things, consider Lone Peak hardware.  My F20 has 10mm tubing.  My 
Ortliebs have hooks that are too big, and a hook spacer that makes them too 
small.  Lone Peaks sells 10mm latching hook hardware that should fit 
perfecto right off the bat.

For a US source for Ostrich, Soma and VO just recently started carrying
their handlebar and saddle bags, so they may be able to special order you
these panniers.

And Angry Catfish in Minneapolis has them.

Funny, I was just thinking the same thing!  I love the F20 for style and
function, but most front panniers are meant to be mounted higher and thus
are too tall for the very low riders.

I use an old pair of Mountainsmith front panniers on the F20 rack on my
girlfriend's San Marcos.  They hang a couple inches off the bottom of the
frame, but are still at least 6 inches off the ground.  Good enough for me.

For designed-to-fit, the Ostrich DLX panniers
 are also made for
this rack.  And they're pretty darned handsome as well.

I've considered buying mil surplus messenger style bags and adding Ortlieb
hardware.
