Subfield $a of 730 is defined as Uniform title and subfield $t as Title of a work: http://www.loc.gov/marc/bibliographic/bd730.html The X30 of the MARC 21 Bibliographic Format (http://www.loc.gov/marc/bibliographic/bdx30.html) also makes the same distinction: $a - Uniform title

Indeed, actually trying to think in terms of the FRBR conceptual model, I'm not sure there is even possibly any such thing as Title page title of a work. A manifestation can have a title page title, but a work doesn't have just one title page, it has potentially many manifestations with
