Yes, we find what should be in an authority record, and what should be
in the bibliographic record. to be confusing.  At the moment, that has
arisen with $0ISNI.

Will this be easier or harder when/if we have Bibframe work/instance
(akd work/manifestation?) records?  I assume work records would
replace authority records for works, leaving only name and subject
authorities?

It does not appear that RDA work and expression records are in our
future?  That at least reduces debate concerning what is in a work
record and what is in an expression record.  But it makes RDA rule
arrangement irrelevant.
