Does anyone have experience with Enphase 215 inverters on a roof
interfering with a Ham radio operation either from the units themselves or
the monitoring using data over power lines? How about a string inverter?

You can set the diversion control of the FM-80 to SS relay mode which will PWM
the load, AC or DC
While I think this will take care of your problem you might have some flicker
while its PWM'ing if you are switching an AC load.
Another option is to use cascading smaller dump loads,
no experience with this, but led lights pretty much wipe out 2 meter operations.

Jay's post reminded me of another idea.
If the big load is a motor load, e.g. well pump, then a soft start circuit
might solve the problem.
A neighbor of mine has a Magnum and his 3/4 Hp pressure pump (installed against
my instructions by the brain dead well guy) turning on caused his flat
The ballasted idea is good, and I've also done what you are proposing
below, which is a hybrid ballasted/ anchored system. Epoxy is the best
anchor I've ever used, just make sure the hole is really clean before
putting in the glue.
Also I'd make the slab bigger to enhance the ballast effect.
We have installed 3 Systreams in off grid settings with the Whisper 500 DC dump
load (from SWWP) with good results. Used 2 Morningstar TS 60's, one set a
little lower, as a secondary diversion (per code) in case the other fails. I
have an SW Plus set up this way at our office, and the others
