I've seen those dips in output voltage from almost all off grid inverters under load. They either dip the voltage or worse (like an old Trace SW5548) just shut off. Outback for instance just has a constant 50 amp output for 5 sec, and lets the voltage dip a bunch on surges. The idea is to

Jay's post reminded me of another idea. If the big load is a motor load, e.g. well pump, then a soft start circuit might solve the problem. A neighbor of mine has a Magnum and his 3/4 Hp pressure pump (installed against my instructions by the brain dead well guy) turning on caused his flat

The ballasted idea is good, and I've also done what you are proposing below, which is a hybrid ballasted/ anchored system. Epoxy is the best anchor I've ever used, just make sure the hole is really clean before putting in the glue. Also I'd make the slab bigger to enhance the ballast effect.
