Essentially the client is paying the utility the minimum fee to be the backup to the solar system, allowing the client to use a smaller battery system, for the few days the battery system is not sufficient the grid kicks in a covers it. Wrenches: In all of the jurisdictions in which we work we are allowed to use stand-alone power as the primary power source if we can numerically justify that we are providing adequate capacity. We use a spreadsheet originated by Windy Dankoff that we have modified over the years to size systems.

I gotta say here that utilities don't control construction permits or C.O.s, rather it is the local jurisdictional authority. So the idea that FPL is somehow mandating grid-connection for all construction seems preposterous to me. It is up to the individual AHJs, and the NEC has clear requirements
