Ubuntu 16.04 and 18.04 should be fine. I guess in general newest Distribution version may be more difficult to build then older distributions. I would also recommend not using Distribution libraries in the first attempt. I would use in the first step our non distribution specific setup.

Hi Noel, I am confused by the Apache reference. Apache is only a Platform that hosts Projects and enables volunteer with whatever technical Infrastructure a projects needs. There are over 350 Projects. I am not sure how many are currently in the incubator,  which means that they are new.
