Now that libkcddb master is finally KF5 based, I'd like to raise two issues:

1) kscd, still part of Applications release, depends on kdelibs4-based 
libkcddb and libkcompactdisc. It hasn't received love in a long time and last 
time I checked, it was basically unusable. Needless to say, there is no 
frameworks branch. Are there any plans for it or should it rather be dropped 
for 16.12, if it stays like that?

2) libkcddb currently has file conflicts (kf5- vs. kdelibs4-version), while 
some 
users will be needing both for some time to come, not just for kscd but other 
media players:
 *  /usr/share/config.kcfg/libkcddb.kcfg
 *  /usr/share/doc/HTML/en/kcontrol/cddbretrieval/index.cache.bz2

can understand Johannes' revert [1] in k3b, which addresses the
situation. Furthermore I'm not sure why the development did not happen
on the 'kf5' branch on g.k.o because it isn't even affected by the
Applications 16.08 freeze. Even master is open again for changes since
Albert created the Applications/16.08 branch.
So I'd propose merging the unofficial repo into the kf5 branch g.k.o. as
soon as possible (or master if it's ready, can't really comment on that
right now).

Lots of those repositories are not part of KDE Applications, you'll have to 
check with their maintainers (if any) what's the schedule for them.

Space isn't an issue now - we just don't have archives for many older lists.
This is something i'd like to fix (eventually) - that's a topic for
another list and thread though :)

As for lists.kde.org, it should redirect to marc.info if we don't have
archives for a list, although this doesn't always work unfortunately.

Usually the person doing a release (you in this case, thanks for
stepping up, we appreciate it) will create the tags. Usually tags are
created from master branch though. I suggest first merging the kf5
branch to master (if it's ready) then announcing the merge on the
i18n-doc mailing list so translations can be moved. Then create a tag
from master branch and release from the tag. There may be a releaseme
script for k3b that you can use in the releaseme git repository. I see
one in there, not sure if it has been updated or even needs to be
updated it may work as is.

Hi KDE release team,

I want to maintain K3b KF5 branch if there is NO maintainer any more ;-)

As the CMakeLists.txt file in K3b KF5 branch, the tag version might be 
v2.9.90, can I tag for it? or done by the release manager?
