My two problems have been resolved. I received no reply from ACC but I
received several replies from Repeater Builder. So life is good!

Regarding the sense of the COS on a link receiver, I built a simple
circuit (suggested by W5ZIT) that reverses the sense. After doing
that, I stumbled upon the fact that a simple command will accomplish
what I needed to do. Such is life. 

Regarding the audio output level, I built a simple audio amplifier
that boosted the signal from about 660 mv to 2 volts, well within the
1 to 5 volts recommended by ACC. 

So remember, you don't have to build a circuit to reverse the sense of
COS with the RC-850 controller.
