Re CERT licensing - If the organization is an association or a corporation, like a club or a public service group, you can license on a commercial frequency. You will have to go with Narrowband though. Wideband channels just are not available on Vashon Island since you are near the Canadian border zone (north of "line A").
If you are a unit of the local government, then you need to have that local government agency apply for the channel you use. Who is the sponsoring entity?
