In answer to your question is it possible to do this on one user frequency, the best answer that I have right now with the information supplied is maybe.
I can tell you from experience that depending on how much coverage overlap there is from your three sites, doing this on one user frequency most likely will not be simple nor cheap. I think it would be easier to answer your question if we have a little more information about your system layout. Are these VHF or UHF repeaters and how far apart are they from each other. If you can give us a little more information, we can give you a better idea what you are up against.
