Out here they mount boxes on the wooden utility poles
that have three antennas. These seem to be some kind
of electric meter reading equipment. Rather than drive
around and read each meter manually, they've replaced
the meters with ones that are capable of transmitting
on some (probably) UHF frequency. These boxes then
command the meters to respond with the current dial
reading, which is forwarded to master sites on the
higher towers in the area. These started appearing in
industrial/commercial areas and are beginning to be
prevalent in residential areas as well.

However, with all those big power leads running in and
out of the boxes in your photos, could it be some part
of BPL or wireless networking?

The antenna seems to be a 800-1000 MHz 5dB mobile type.
Very sloppy install work. 
I'd start looking for something around the 900 ISM band.

It may be a traffic preemption receiver for public safety vehicles 
(police and fire) to be able to pass through an upcoming intersection 
on a green light as opposed to approaching a red and having to 
negotiate cross traffic.

Mike,

That unit is a wireless utility meter transponder.  Once an entire
neighborhood is outfitted with the new meters, they can be polled
automatically from a central location.  It allows the utility to monitor
demand and power factor in real time as well as keeping tabs on total
consumption.  It can also turn the power off or on remotely at individual
meters.  One of its greatest benefits is that it can instantly report power
outages at specific addresses (it contains a backup battery), which greatly
aids the utility in pinpointing exactly what transformer, recloser, or
cutout fuse is at fault.  A power outage at 1:00 AM in a residential
neighborhood might not be called in until morning using the conventional
metering system, whereas with the polling system, the location and extent of
the trouble is immediately known.

It's possible that the utility is experimenting with a system that was
previously used by another utility.  I saw a rack of identical units- same
antenna as shown in Mike's pictures- at a PGE equipment yard in Santa
Maria.  Depending upon the distribution voltages, a utility may choose a
radio based system in one area and a carrier-current based system in
another.  Remote meter reading systems are especially attractive in rural
areas, where a meter reader might have to travel for many miles to read just
one or two meters.

I have transponders made by Scientific-Atlanta and Motorola, but neither are
in the type of enclosure shown in the photos.  And that's part of the
problem- that enclosure is used by many unrelated companies for many
unrelated purposes.  A Wi-Fi network usually has two antennas cut for the
2.4 GHz band, which the antenna in the photos is not.  My conclusion is
based primarily on the unit's location, mounting method, and type of
antenna.

Perhaps Mike can contact his local utility to find out.  Or call the local
newspaper and complain anonymously that Big Brother is installing a citizen
tracking system.  That'll get some attention! grin

There's another possibility:  Since the electrical distribution is overhead,
it's possible that the unit was installed temporarily for investigation of
energy theft.  If the utility suspects one of the customers served by that
pole to be stealing electricity, it is a simple matter to clamp a couple of
current transformers around the two hot wires going to that customer, and
feed the data into a transponder that's mounted out of reach.  If the
consumption data determined by the pole-mounted unit differs significantly
from that shown on the customer's meter, the utility has grounds to
prosecute.

Hey keep it quiet those are for that mind control that there coming out
with. also they are for reading those rfid tags they are putting on
everything and will be injecting under your skin in the future you must
live in one of the test areas. They also are there to read your cars
computer so that they can start taxing you on the number of miles driven
each year so that they can lower the price of gas at the pump.


By the way I hope am wrong about all those things

These are Merticom (now called Cedllnet ) radios that 
utilities use to automate there distribution systems. Also for automated 
meter reading. They work in the 902 to 928 Mhz band and are spread 
spectrum frequency hopping. In some parts of the country (So Cal) there 
are thousands of these radios in operation. Northern Illinois has several 
thousand in operation. Programmed more of these radios than I like to 
remember.

The radios in the pictures and Ricochet were originally 
made by the same company, Metricom. This company was started by Southern 
California Edison.Metriconmade both radio systems, that 
werethe Ricochet and the Utilinetradios systems.They 
sold off the utilinet radios and thatradio system has been sold several 
times, now made by a company called Cellnet.Metricom company kept 
the Ricochet system and installed the system in several cities around the 
US. Than Metricom went bankrupt and theRicochet system wassold 
to a company in Denver, but they neverhadmuch luck selling the 
systems to end users (only 19.2Kbs)
Utilinet radios are used all over the place. The 
odd thing about the pictured radio is that it is an old metricom radio that

that the locals aren't using any preemption system.

OK, sounds like an investor-owned utility as opposed to a municipal 
utility. If it were municipal, I'd have contacted them. Since it's not, 
I won't, but you should. Call and ask for meter and test and see if 
it's their equipment.

It may be someone else whose leasing space there. If so, probably their 
real estate department will know.
