No subject found in message. Please edit again.
but allows me to send it anyway, with 'y'.
It should keep the previous subject.

When providing extra information for the existing bug via reportbug,
reportbug by default uses no subject. It is ugly, shows (No subject) in
many places, and makes maintainers generally unhappy.
