Hi, While working on the "reproducible builds" effort [1], we have noticed that htp could not be built reproducibly. The attached patch ensures a consistent timezone when building so that "last modified X" strings do not vary depending on the host system. Once applied, htp can be built reproducibly in our reproducible toolchain.
