See https://reproducible.debian.net/logs/unstable/amd64/libipc-system-simple-perl_1.25-2.build2.log.gz As this is an "author test" that we deliberately activate with TEST_AUTHOR=1, I don't think we should patch the test or push a fix upstream. Instead, I think setting LC_ALL=C for the build in debian/rules is good enough to fix this. Trivial patch attached, will upload myself.
