Title/Role: VSP Functional Architect 4 Duration: 5months Location: Richmond, VA RATE: ALAP Short Description: Experienced requirements analyst with asset tracking and inventory experience, preferably with an ERP system such as Oracle eBusiness Suite. Complete Description: Vendor seeks to procure an inventory and asset management software system (STARS Asset Tracking System) to provide the Network Operations Center (NOC) a means of tracking Statewide Agencies Radio System (STARS) equipment. The current STARS asset and configuration management software does not provide the functionality and reporting capability VSP requires for managing the STARS inventory, nor does it interface with Oracle eBusiness (OEBS) TeleService or financial software. The NOC requires a solution capable of integrating with existing Oracle OEBS Financial and TeleService modules. The replacement system will be expandable, allowing future growth for managing inventoried assets, seized assets, fleet management and potentially additional business applications. VSP is looking for a consultant with large scale applications development and implementation experience to help finalize the requirements and draft RFP specifications. Oracle experience, especially with the eBusiness product suite is highly preferred however no coding of Oracle will be required but a good understanding of Oracle (prev work as BA or BSA on projects involving Oracle eBusiness/financials) will be extremely helpful but not required. The consultant will perform a requirements analysis study and scope the effort through interviews with affected VSP divisions including the Network Operations Center management and staff, NOC Service Desk, Finance Division, and Information Technology Staff. The consultant will work with multiple business and technical stakeholders to draft requirements and detailed specifications for an RFP from these documents and user interviews. This is expected to be a 3 to 4 month effort. Responsibilities include but are not limited to: Analyzing NOC business processes for managing STARS inventory, documenting opportunities for operational and efficiency improvement. Evaluating the NOC TeleService implementation, documenting product/implementation deficiencies. Analyzing NOC Service Desk operational procedures, defining opportunities to improve the functionality and efficiency of this unit. Defining the detailed business and functional requirements of the Network Operations Center. Defining the system requirements of the replacement STARS Asset Tracking and Configuration Management system. Sr level BAs or BSAs with exp in working on asset tracking/inventory projects involving Oracle eBusiness or Financials will be best suited for this position and will be considered first. *A comprehensive criminal background check to include criminal, driving record and credit chk will be performed by the state police.
