Phase 1 is the RFP development and vendor selection/award for the implementation of National Bridge Inspection and Inventory Program project. The deadline for completion of the analysis/specifications is August 15, 2009, in order for the RFP to advertise on September 1, 2009. Phase 2 is the re-engineering of our Client's work flow processes and providing Independent Validation &Verification (IV&V) services to ensure a successful implementation. *ROLE* The selected individual, in conjunction with appropriate Subject Matter Experts (SMEs), Client technology staff, and ITS procurement staff, will be expected to perform at a minimum the following activities: - Awarded individual(s) will be required to validate and document business requirements for Client’s functional systems needs. - Awarded individual(s) will develop RFP specifications. - Awarded individual(s) will evaluate bids received in response to the issued RFP, assisting in the selection of the awarded Vendor that responded to the issued RFP. - Awarded individual(s) will serve as Project Manager in the implementation of the National Bridge Inspection and Inventory Program and SAIDS systems to ensure that project tasks are completed on schedule and in a quality manner in the attainment of the state project's goals and objectives within the allocated timeframe with measurable outcomes. - Awarded individual(s) will manage personnel resources, cross divisional communication, establish and adhere to project schedules, and prioritize issues based on knowledge of business processes throughout the completion of both Phase I and Phase II. - Awarded individual(s) will perform management of the contract resulting form the award of the National Bridge Inspection and Inventory Program RFP (i.e., Independent Validation & Verification (IV&V)) to ensure that both National Bridge Inspection and Inventory Program and SAIDS systems are fully compliant with federal/regulatory/clients requirements - Awarded individual(s) will provide training, mentoring services and lessons-learned knowledge transfer to client staff to familiarize them with uses and operations of the implemented system. - Awarded individual(s) will develop recommended guidelines in the form of written documentation for consistent continuation of the functions by the client staff after completion of the National Bridge Inspection and Inventory Program and SAIDS projects. - Awarded individual(s) will develop client’s Business Continuity Plan and Disaster Recovery Plan for their construction project management/facilities management systems. M*ANDATORY SKILLS/KNOWLEDGE/EXPERIENCE* Individual(s) proposed must have verifiable working experience with the following products and in the following areas. *Requirement Technical Skill Set * 10 years Project Management in the *government sector * 10 years IT Management Experience of teams consisting of IT and/or Engineering professionals engaged in projects of similar size and technical scope as those identified for oversight in this LOC 5 years Experience in needs assessment and documentation (including business process reengineering), work flow documentation, and the definition/documentation of requirements 5 years Implementation of large-scale systems 5 years Experience in vendor/contract management No Limit Documented working knowledge of MS Office 2003 including MS Project *NOTES* In order to determine qualifications, some candidates will be required to complete a short skills matrix. Select candidates will be required to complete a detailed Excel Experience Information and Reference Workbook. Required information will be supplied to short-listed candidates. Required experience information must be verifiable via reference checks. Experience listed that cannot be verified will not count toward the minimum requirement.
